The component of cruelty in the sexual instinct develops in the child with still greater independence from the other sexual activity bound to erotogenic zones. Cruelty is generally close to the childish character, since the inhibition that causes the instinct for mastery to halt before another person's pain, namely the capacity for compassion, develops relatively late. As is well known, a thorough psychological analysis of this instinct has not yet succeeded; we may assume that the cruel impulse originates in the instinct for mastery and appears in sexual life at a time when the genitals have not yet assumed their later role. It then dominates a phase of sexual life that we shall later describe as a pregenital organization. Children who distinguish themselves by particular cruelty toward animals and playmates ordinarily and rightly arouse the suspicion of intense and premature sexual activity proceeding from erotogenic zones; and where all the sexual instincts mature prematurely at the same time, erotogenic sexual activity nevertheless appears to be primary. The absence of the barrier of compassion entails the danger that this connection established in childhood between the cruel instincts and the erotogenic instincts may later prove indissoluble in life.

Since J. J. Rousseau's self-confession, the painful stimulation of the skin of the buttocks has been known to all educators as an erotogenic root of the passive instinct toward cruelty (masochism). From this they have rightly derived the requirement that corporal punishment, which most often strikes this part of the body, should be avoided in the case of all children whose libido may be driven onto collateral paths by the later demands of civilized education (54).
